A civilization that conquers new territory could generate a huge portion of their income from conquering new territories. We know this is true due to the people centuries earlier conquering and reaping great benefits from their conquered lands.(Mongols, Huns, etc.)

Nomadic people have relatively little agriculture and industry, and a larger warrior to worker ratio than settled civilizations. On the other hand, settled civilizations have more accumulated wealth which they have gained over a relatively long period of time. These large stationery empires had massive, greatly funded armies that could conquer new lands with ease. In gaining new lands they can also expand their empires and trade routes and as a result, improve their economies. Though both kinds of civilizations are different, they share the similarity of being able to profit from the expansion and conquering of new lands.
